兩會協議若送審 夏立言：不影響夏張會
兩岸兩會第11次會談日前落幕，雙方簽署了「海峽兩岸民航飛行安全與適航合作協議」及「海峽兩岸避免雙重課稅及加強稅務合作協議」，立法院是否會將協議改為審查，成為新會期焦點；對此，陸委會主委夏立言表示尊重，也說對方能理解中華民國的立法程序。
儘管兩岸兩會日前完成簽署飛安與租稅兩項協議，不過由於立法院還沒完成「兩岸協議監督條例」的立法，因此這兩日本樂天市場項協議後續，格外引發關注。
陸委會主委夏立言28日上午特地再赴立法院，向立法院長王金平說明協議內容。會前，媒體詢問王金平，相關協議一旦送入立法院後將如何處理？王金平僅說，一切等院會決定。王金平說：『(原音)到時候向院會報告的時候，是否要改為審查，這院會會共同決定。』
夏立言則表示，不管立法院最後決定是要審查協議或只送備查，陸委會都表示尊重。夏立言說：『(原音)我們當然尊重立法院的決定，我們送來的時候，一個是送來審查，一個是送來備查，可如果立法院院會決定要審查，我們當然尊重立法院的決定。』
由於夏立言將在9月與大陸國台辦主任張志軍，進行第二次的「夏張會」，媒體關注，一旦兩項協議改成審查，是否會影響「夏張會」的氣氛？對此，夏立言表示「應該不會」，並說相關協議都按照立法程序進行，對方應該能夠理解。
